Residue Storage Facility, JIRA PROJECT PT. WEDA BAY NICKEL, Halmahera, Indonesia Control Quality Assurance and Engineering support Engineering of Record (EOR), 2023/2024
The HUAFEI project intents to send its waste tailings (Filtered Residue) from the HPAL processing to the Jira area. The quantities to be dumped and stored in the area will be around 15 Mt per year for phase 1 with total quantity expected 36 Mt along 3 years.
MECATER had been commissioned by PT. WEDA BAY NICKEL to undertake the Control Quality Assurance and Engineering support during the Storage operation, as part of Engineering of Record commitment.

SCOPE OF WORK
- Technical Engineering and Design Support (Back office)
The Technical Engineering Assessment and further design adjustment would be undertaken from Back Office team, under the Review of the Project Director in coordination with the Site Management
- Annual Facility Performance Review (Back office)
According to GISTM2020, and as mentioned as well in the Bulletin N°194, the Annual Facility Performance Review (AFPR) would include an all-over advanced assessment of the stability and considers any changes based on As-Built data. It includes as well as the monitoring results based on the monitoring data collected during the past-year
- Risk Assessment Report (Back office)
This chapter would contain the detailed methodology retained to undertake the Risk Assessment. The FMEAC method (Failure Modes, Effects and Criticality Analysis) will be used in this study
- Field Engineering and Operation Management Support;
Field Engineering Support involves mobilizing an onsite team to lead and provide daily assistance to the dumping operations. The team ensures adherence to best operational practices and verifies that the dumping procedures are correctly followed in accordance with the specified methods
